Quick answer: Choose Notion when a small team needs a flexible shared workspace and can keep page ownership and sharing disciplined. Choose Confluence when the team needs a more explicit space structure and an administrator who will maintain it. Neither tool turns scattered notes into a dependable knowledge base without an owner, review date and tested exit path.
For: lean service teams documenting delivery steps, decisions and client handovers. Who should wait: a team that cannot name who approves a procedure or which version is current. Fix those rules in a small document set before migrating everything. This is a documentation-based comparison, not a hands-on ranking. No prices are quoted.

Compare the content boundary you need
Notion uses pages and teamspaces. Its teamspace guide describes open, closed and plan-dependent private teamspaces; its sharing guide explains page permissions. This can suit a compact team that writes procedures alongside project notes, provided someone watches inherited and direct access.
Confluence organises content in spaces. Atlassian’s space guide describes collaboration and knowledge-base purposes, a space owner and a permissions scheme. Its role guide describes role-based access for enabled sites. A team that wants a defined space boundary for operations, service delivery or support may prefer that structure.
Neither label guarantees the access you expect. Notion’s private teamspace availability depends on plan. Atlassian says older Confluence sites may not yet show the role controls described in its current guide. Check the actual account before promising a permission model to colleagues.
Make an answer findable and trustworthy
Pick five real questions a new colleague would ask: where to find the current intake script, how to hand over an unresolved request, who may approve a client change, how to recover a failed automation and when a procedure was last reviewed. For each answer, require a named owner, date, scope and a link to the source of the decision. A search result that opens an obsolete page is worse than a visible gap.
Use a simple status rule: current means an owner has reviewed the procedure; draft means it is being tested; retired points to the replacement. Decide who can change a current procedure and who can only suggest edits. Tool permissions support this rule; they do not invent it. Our software onboarding guide gives a way to test whether a new colleague can complete the work without the author beside them.
Test access with two roles
Have an editor update a draft and a reader locate the approved version. Then remove or change the editor’s access and check what the reader still sees. Notion documents page sharing and teamspace membership in its official guides. Confluence documents site, space and content-level controls in its permissions guide. Note that Confluence says content-level restrictions are unavailable on its Free plan. Do not design a confidential section around a control that your actual plan lacks.
Client-specific documents need a separate audience decision. A shared operations knowledge base should not become a dumping ground for private client files. Use our file exchange guide to decide where files belong and who should retain them.
Export one representative slice
Notion’s export guide lists page, database and workspace exports, while warning that an export cannot instantly recreate the workspace by reuploading it. Atlassian’s Confluence export guide lists page and space options with format limits. An available export button is only the first step: open the exported procedure, verify attachments, links, ownership context and whether a person can understand it away from the product.
Record what will remain dependent on the original app: comments, embeds, database views, permissions and automation links may need separate handling. The SaaS export checklist provides a wider exit test.
Worked case: a six-person service agency
Illustrative case: an agency has twelve delivery procedures, meeting notes and recurring client handover decisions. Two people edit procedures; four mainly read them. The team first moves three procedures, not the whole archive. It gives each page an owner and review date, places drafts in a clearly marked area, and asks a colleague to find the approved answer to a common client question.
If the team already runs work in an Atlassian space and has a person who manages space access, Confluence may reduce the number of places to maintain. If staff routinely combine project notes, lightweight databases and procedures in Notion, a disciplined Notion teamspace may be simpler. Those are workflow inferences, not claims that one vendor is universally easier or faster.
Four acceptance tests before migration
- Find: a new reader locates the current procedure from a task description, without a direct link from its author.
- Change: an editor proposes a correction and the owner can identify what changed and when it becomes current.
- Access: a person outside the intended group cannot open a restricted sample; a legitimate backup can still find it.
- Leave: export a procedure with an attachment and internal link; open the result and note what requires rebuilding.
Test with invented procedures and harmless files. Then estimate the ongoing work: page review, access changes, duplicate cleanup and onboarding. The trial scorecard can keep the same cases across tools.
Next step: choose three high-use procedures, name their owners and readers, and run the four tests in the product already closest to your team’s work. Only then decide whether a broader move is justified.

Useful detail: Check the child page as well as the parent
Confluence Cloud inherits viewing restrictions from parent content, but page-level editing restrictions do not inherit in the same way.
During the knowledge-base trial, a tidy top-level permission screen is only part of the evidence. Check the procedure where a colleague actually reads and edits it.
Try this:
- Make a disposable parent page and child procedure.
- Test both pages with the intended reader and editor accounts.
- Record the actual child-page access and fix it before adding confidential operating material.
